To Which Location Does a Western Manufacturing Facility That Contaminated Drinking Water Go Next? To India
The dense green jungle and reddish-brown elevations of Lote, situated along India’s western shoreline, lead to a small hill where a factory looms against the sky.
This industrial unit is almost brand new, but its equipment is far from new: it comes from the former Miteni factory in Vicenza, Italy. Miteni closed down in 2018 following among the most severe ecological controversies in the country’s recent history: after decades of producing persistent PFAS compounds, the firm’s leadership was brought to trial for contaminating water resources in an area inhabited by 350,000 people. In June, previous company leaders were convicted at the local tribunal of causing environmental pollution and other charges and given prison sentences, with appeals anticipated.
Understanding PFAS: Toxicity Levels and Exposure Routes
Nevertheless, the entire operational setup, its patents and processes – all required components to produce Pfas – is now here in Lote Parshuram MIDC, a large industrial zone almost 4,000 miles away, wedged between local communities and wooded areas. And the plant has just started to produce forever chemicals again.
A Toxic Legacy
Previously recognized for its expertise in developing processes for advanced chemicals, Miteni is now infamous for the harmful aftermath it left behind. In 2011, scientists found extraordinarily high concentrations of Pfas in the facility’s effluent. Numerous of residents had been exposed through potable water.
The worst-affected were Miteni’s employees. Ilario Ermetti, 69, who worked for decades in its fluorinated chemical department, displayed one of the highest concentrations of PFAS ever recorded in human blood. “After the facts emerged, I reviewed a catalog of health issues related to PFAS, and discovered I had them all,” states Ermetti.
High levels of Pfas in the bloodstream are linked to increased risk of malignancies, heart conditions, organ impairment, reproductive disorders and additional ailments. Ermetti is presently recuperating from a recent surgical operation.
Public Apprehensions
Michela Piccoli, 51, a nurse and activist with Mamme No Pfas, started organizing after learning her offspring’s blood tests showed high levels of persistent pollutants. When she found out that Miteni’s patents and machinery were being transferred to India, she was shocked.
“As mothers, as females, our anxiety has increased,” she said. “Since our kids are everyone’s children.”
Business Shift
After Miteni went bankrupt, its holdings were acquired in 2019 by Viva Lifesciences, a subsidiary of the Indian chemical company Laxmi Organic Industries – the sole participant in the open sale. By early 2023, all the equipment was being shipped en route to Mumbai. At the same time, Laxmi was promoting its recent purchase to investors. Records of shareholders’ meetings show that Laxmi’s management minimized ecological worries, with its chairman, Harshvardhan Goenka, stating that Miteni was “doing everything legally according to EU regulations”.
Goenka is one of the three men on the board of Laxmi Organic the Italian branch, a company established in 2021. Also included is Antonio Nardone, the last chief executive of Miteni, who was found guilty of environmental pollution and false accounting at the June trial and given six years and four months in prison. According to a ex-supervisor speaking on condition of anonymity, Nardone was taking business trips to India months before the firm’s collapse.
While Laxmi bought Miteni’s properties in June 2019, the ecological review for the building of the plant in Lote reveals that in March 2018 the firm was already intending to commence manufacturing fluorochemicals matching Miteni’s product list. Laxmi Organic Industries declined to answer requests for comment.
Strategic Expansion
By 2021, Laxmi’s strategy explicitly spelled out the goal to “capture [the] market share of Miteni” and emerge as a top player in the production of PFAS and specialty chemicals. Logistics data show that, to secure validation on the standard of the compounds, in 2024 Laxmi began distributing test batches to companies with past business relationships with Miteni, such as BASF, Chemours, DuPont and FMC.
From the beginning of 2025, Laxmi’s site in Lote Parshuram has been fully operational, manufacturing substances that will be used in agrochemicals, pharmaceuticals, dyes, beauty products and other products.
Environmental Oversight
Investigations demonstrate that levels of persistent pollutants in the ecosystem are alarmingly high, especially near production sites. But although global focus is increasing, in India the issue is not yet a policy priority.
“If we look at the regulations, [Pfas] is not present in those standards. It’s unacknowledged by the Indian government as of today,” said Rajneesh Gautam, an ecological scientist at the academic institution. “Autonomous study teams across India have conducted studies in various regions. But these studies are restricted in range, and there are still very few of them.”
Regional Consequences
Parineeta Dandekar, head of the regional environmental group, says the Lote Parshuram industrial district “has a dismal environmental track record”. After it was set up in 1986, “the livelihood of fisher folk communities in this area totally deteriorated,” she said.
The chemical district is dependent on a centralised wastewater treatment plant that has been at the forefront of complaints.
“The local villages have always stated that it’s malfunctioning,” said Dandekar. “During power outages, a frequent event in the countryside, the facility fails to operate and factories release contaminated effluent straight into the streams.” Regulatory bodies have sent several warning letters to the site in the past few years.
Global Implications
In the EU, the European Chemical Agency is examining a proposal to ban the production, import and utilization of over ten thousand persistent compounds. This scrutiny may be pushing the sector to the global south, per Claudia Marcolungo, a legal scholar at the University of Padua. “I believe that this matter should be investigated, because the fact that Miteni’s production, patents and equipment have been transferred to a nation like India should lead us to reflect, at the very least, on the influence that these multinationals have to relocate in countries where there is clearly a race to the bottom in terms of environmental protection.”
Ongoing Risks
Miteni has shut down, but the firm’s harmful impact lives on – at the polluted location in Vicenza, and in Lote. The medical effects associated with Pfas production are likely to affect populations that are already struggling with an hazardous setting for years to come.
“That region has seen enough environmental destruction by now,” says Dandekar. “If more dangerous companies move in, it’s perpetually concerning.”
